souveraineté, Marcel David Le social na pas attendu que soit reconnue la souveraineté du peuple pour naître. Mais le surgissement de celle-ci en a permis la progression densemble. Le civisme et la citoyenneté ont alors tenu lieu de renfort à ladite souveraineté comme fondement du social. À quoi a succédé une seconde phase durant laquelle le social, conçu de façon réductrice, a subi un recul qui a consisté à mettre la souveraineté sous le boisseau comme fondement du social et à la remplacer par le civisme et la citoyenneté. Doù la question de savoir si les zélateurs du social sont en mesure de remonter la pente et, si oui, à quelles conditions et dans quels cadres. |
Social relief, citizenship and sovereignty,
Marcel David he social contract appeared long before the supremacy of the People was recognized. But the emerging of this recognition allowed a progression of the general view. Civics and citizenship then reinforced the mentioned supremacy as social founding. A second step followed, during which the social contract, conceived in a reducing manner, gave way to civics and citizenship as social founding. Therefore the question is now to know whether the social zealots are able to go back up the hill and, if they are, on what conditions and in what framework. |

Contrairement à ce quaffirme le conférencier de Il faut défendre la société, la question des limites juridiques de lexercice du pouvoir nest pas centrale dans la théorie politique en général ; elle ne lest que dans la philosophie politique libérale. Ainsi, Hobbes na pas pensé la souveraineté et lÉtat à partir des droits des individus ; au contraire, son effort et son apport ont consisté à penser la garantie du droit minimal des individus, leur droit à la vie en vue et pour la garantie duquel le Léviathan est un instrument. |

Pasquale Pasquino Following Michel Foucaults teaching on the history of thinking systems and the political theories related to the birth of the modern State, the author has tried to go beyond Foucaults opposition between war speech and what he called the « legal policy of sovereignty theory ». In contradiction with the statement of the lecturer of We must defend society, the question of the legal limits of the exercise of power is not central in the political theory in general ; it is central only as far as the philosophy of liberal policy is concerned.. Thus, Hobbes did not think about sovereignty and the State in terms of individual rights ; on the contrary, his effort and contribution consisted in thinking the guarantee of the minimal right of individuals, their right to live with a guarantee for which the Leviathan is instrumental. |

la solidarité, Pierre Concialdi Dans les analyses de la protection sociale, le clivage entre assurance et solidarité, ou entre assurance et assistance, masque lémergence relativement récente du concept majeur de solidarité dans les représentations de la protection sociale. Lobjectif de cet article est de montrer que le diptyque assurance/solidarité ne permet pas de penser correctement les problèmes actuels de la protection sociale, lesquels doivent être analysés par référence à un triptyque assistance/solidarité/assurance, où le concept de solidarité occupe une place centrale et les deux autres concepts une position mineure. Dans cette perspective, le problème essentiel qui se pose aujourdhui est de redonner une nouvelle légitimité, de caractère fondamentalement politique, aux solidarités organisées qui sexercent à travers le système de protection sociale. Ceci suppose de pallier le déficit démocratique dont il semble souffrir à lheure actuelle et de développer les bases dune « ingénierie politique » capable de répondre à cette exigence dun développement des droits politiques. |
Neither assistance nor insurance, Pierre
Concialdi The debate on the welfare state often focuses on the distinction between insurance and redistribution, or between so-called contributory benefits and non-contributory ones. As a result, many reforms try to draw a line between these two kinds of benefits. The purpose of the paper is to show that this is not an adequate way of analyzing the welfare state and that social protection systems should be anayzed through the central concept of solidarity. In this perspective, solidarity is not limited to means-tested benefits or other forms of redistribution ; it is rather the fundamental principle that is at the heart of social protection. Following this analysis, the paper argues that the main problem faced by social protection systems today is to reinforce the legitimacy of their principles. This is a political issue that calls in turn for a reinforcement of the democratic process. |

La question sociale a changé de nature dans la mesure où elle ne repose plus sur un antagonisme central dans la société. LÉtat-providence a été une solution à une opposition fondamentale engendrée par les rapports sociaux de production. Aujourdhui, les rapports de force ne sont plus en mesure de susciter une telle tension. Linscription socio-économique de chacun ne risque plus de lemporter sur linscription citoyenne. Dans la nouvelle question sociale, la démocratie nest pas remise en cause. Il faut produire du social à partir de la citoyenneté politique. Cest ce que visent à faire les politiques du RMI et de la Ville. |
The shifting of the social issue, Jacques
Donzelot Is the solving mode of the social issue in its classical approach, from which social work has developed its original meaning, still pertinent ? The nature of the social issue has changed in the sense that it is no longer based on a central antagonism within society. The welfare State was a solution consistent with a fundamental opposition generated by the social relations of production at the time. Nowadays, the forces ratio are not able to create such tension anymore. The socio-economic involvement of each individual cannot overcome the involvement as a citizen. In the new social issue, democracy is not questioned. We must produce welfare on the grounds of political citizenship. This is what the policy of the Minimum Revenue of Integration and the policy of the city are aiming at. |

Robert Castel La crise que nous connaissons depuis les années Soixante-dix est, avant tout, une crise de la régulation salariale, une remise en cause de la stabilité qui sétait attachée à la condition salariale. La société salariale avait réussi à articuler travail et protection, travail et sécurité relative. Depuis une vingtaine dannées, ce mode de régulation est remis en cause, le travail tendant à être de nouveau traité comme une marchandise. Car au fur et à mesure que le marché sinternationalise, que la concurrence augmente, le travail devient la cible principale dune politique de réduction des coûts, notamment du prix de la force de travail. Ceci se traduit par un processus dindividualisation de la condition salariale aux effets ambivalents dont lun est celui de la désaffiliation par rapport au marché du travail. Il est nécessaire de renforcer larticulation de léconomique et du social, en tenant compte des transformations technologiques et économiques qui sont intervenues depuis vingt ans et qui ont destabilisé la forme déquilibre à laquelle était parvenue la condition salariale. |
The crumbling of the wages condition,
Robert Castel The crisis we have known since the beginning of the 1970s is, above all, a crisis of the regulation of wages, a questioning of the stability that used to be linked to the wages condition. The wages society had managed to articulate employment and protection, employment and reasonable security. This mode of regulation has been put in question for about twenty years, since employment started to be treated as a trading good again. Because along with the internationalisation of the market, of the increasing competition, work is becoming the major target of a reduced cost policy, mainly the price of manpower. This leads to an individualisation of the wages condition process with ambivalent effects, one of which being the disaffiliation with regard to the employment market. It is necessary to reinforce the articulation between the economic and the social fields, taking into account the technological and economical changes that have occurred in the last twenty years and which have destabilised the form of balance that had been achieved in the wages condition. |

par temps de crise, Abdelmalek Sayad À loccasion de la crise du marché du travail et de la rareté de lemploi, on redécouvre les mérites autrefois cachés, déniés, de ce quon appelle, faute de mieux, le système précapitaliste. La prise en compte de tous les « laissés-pour-compte » du politique et du pouvoir politique oblige à reconnaître la nécessité dune construction philosophique et politique que leur présence pose à la citoyenneté en général. Cest la crise de tout le paradigme dominant fondé sur la territorialisation des droits et lidée dune nature humaine à laquelle correspondrait une unique forme de rationalité, de vérité et duniversalité à laquelle nous assistons. Cest aussi le principe qui structure lordre social et notre représentation du monde social et politique, le travail, qui est en cause. Le dépérissement de létat social ne va pas sans répercussions sur la qualité de citoyen. Cest en restaurant ses conditions de fonctionnement et son autorité que la citoyenneté demeurera le principe du lien social. |
Social link, identity and citizenship in
a time of crisis, Abdelamajek Sayad The crisis in the employment market and the scarcity of work, is an occasion to rediscover the merits (that used to be hidden or denied) of what is called, for lack of better terms, the precapitalist system. The taking into account of the « misfits » of politics and political power forces us to acknowledge the necessity of a philosophical and political construction that their presence suppose as far as citizenship in general is concerned. We witness the crisis of the whole prominent paradigm based on the territorialisation of rights and the idea of a human nature reduced to a single form of rationality, of truth and universality. It is also the principle that structures social order and our representation of the social and political world, that is to say work, that is questioned. The declining of the Social State is not without consequences upon the qualification as a citizen. Citizenship will remain the principle of the social link only by restoring the conditions of functioning and the authority of the Social State. |
Lexclusion, Serge Paugam Lexclusion est devenue en France un paradigme social. Ce mot révèle, en effet, un problème général à partir duquel la société dans son ensemble prend conscience delle-même et cherche des solutions aux maux dont elle souffre. Il renvoie en même temps aux angoisses de nombreuses franges de la population, inquiètes face au risque de se voir un jour prises dans la spirale de la précarité, et exprime le sentiment presque généralisé dune dégradation de la cohésion sociale. Après avoir rappelé les principaux facteurs de lémergence de ce paradigme, cet article tente à la fois dexpliquer son caractère équivoque et les malentendus quil entretient parfois dans le débat social et de formuler les éléments dune réflexion sur les conditions de son usage en sciences sociales et sur les apports de la recherche. Il aboutit à la conclusion selon laquelle la notion commune dexclusion est inévitablement placée au coeur du débat social et ne peut pas être en cela une catégorie de la pensée scientifique. Mais, en raison justement de sa diffusion dans le grand public et son entrée dans la sphère des politiques sociales, elle ne peut être évacuée par les chercheurs qui entendent analyser comment chaque société se régule par le rapport quelle instaure entre elle et les populations quelle considère comme « pauvres » ou « exclues ». Cest en ce sens que les recherches en sciences sociales proches de la thématique de lexclusion ne peuvent être ni totalement étrangères aux expressions du sens commun qui expriment ce rapport social, ni totalement absorbées par elles. Lexclusion ne peut donc être pour les chercheurs quun concept-horizon ou, en dautres termes, un indicateur dune réalité qui reste à découvrir. |
Exclusion, Serge Paugam Exclusion has become a social paradigm in France. This word reveals, indeed, a general problem from which society as a body becomes aware of itself and looks for solutions. It is also relevant of the anxiety suffered by numerous fringes of the population, worried at the prospect of being swallowed in the spiral of precariousness, and expresses the almost general feeling of a degradation in social cohesion. After scanning the main factors of the emergence of this paradigm, this article tries both to explain its ambiguous character and the misunderstandings it sometimes keeps in the social debate and to formulate the elements for a reflection about the conditions of its use in social sciences and the contribution of research. It comes to the conclusion that the common notion of exclusion is inevitably at the heart of the social debate and cannot, by matter of consequence, be restricted to a category of the scientific field. But precisely because of its diffusion to the public at large and of its entry into the sphere of social policies, it cannot be swept away by researchers who intend to analyse how each society regulates itself through the relation it establishes with the populations it considers as « poor » or « excluded ». It is in that sense that the research in social sciences close to the theme of exclusion can be neither totally alien to common-sense words which express this social relation, nor totally absorbed by it. Exclusion can therefore only be a horizon-concept for researchers, or, in other words, an indicator for a reality that is yet to discover. |

Based on statistic observations and interviews, it shows how the major national newspapers have been participating, from the early 90s, to the emergence of a debate that synthesises those of the political field. However, beyond the analysis of this general trend, this paper reminds us the extend of what journalistic products owe their conditions of production and the differential position occupied by their users in the field of journalism. |

To preserve a desire of life in common, in spite of the multiple forms of precarisation and questioning of protections, is not only a rather recent stake but sometimes comes out with unexpected consequences. The crisis that affects the methods of production and the mechanisms of distribution of wealth - in other words the whole society- forces the most vulnerable (virtually or actually) to elaborate « parades » (new social links), which, even if limited in space and means, attempt, in these times of political fatalism, to nonetheless associate social criticism and « radical actions ». Wihtol de Wenden Plusieurs approches se sont succédé dans les relations entre les politiques publiques et les associations traitant de limmigration ou issues de celles-ci, depuis laccès au service public des années 1975-80, en passant par la médiation et le civisme des années 1985-90, puis jusquau « faire faire » où lÉtat délègue aux associations civiques une partie importante de sa politique dintégration quil voudrait néanmoins nationale, en dépit des particularités locales de toute mouvance associative. Cest cette évolution des relations entre lÉtat et les associations qui sont analysées, grâce à des enquêtes menées successivement en 1977-78, 1987-89 et 1996. Trois âges se dessinent, qui correspondent à autant de générations associatives dans leur rapport à lÉtat. |
How is social link achieved ? Catherine
Wihtol de Wenden There was a succession of different approaches regarding the relations between public policies and associations dealing with the treatment of immigration, from the access to public service in 1975-80, through mediation and good citizenship in 1985-90, to the « make do » when the State delegates an important part of its integration policy to civic associations, which it nevertheless would like to remain national, in spite of the local particularities that are the lot of any associative movement. We have tried to analyse this itinerary between the State and associations, under the scanning of public policies and action, with the help of field surveys led from 19977-78, 87-89 and 1996. Three ages can be drawn, corresponding to as many associative generations in their relation to the State. |

familiales, Claudine Attias-Donfut Les solidarités familiales sont analysées dans cet article sous langle de lentraide intergénérationnelle, dont la vitalité se manifeste notamment dans la vie domestique et économique. Quelques résultats tirés dune enquête nationale trigénérationnelle, et concernant dune part divers services, dautre part les dons dargent, en témoignent. Cette enquête, menée auprès de familles comportant au moins trois générations adultes - un représentant de chacune delles ayant été interrogé au sein dune même famille- a permis dobserver lévolution des relations entre générations dans les lignées multigénérationnelles, caractéristiques des structures modernes de la parentèle. Lenquête montre aussi la complémentarité des transferts privés, orientés majoritairement vers les jeunes, et des transferts publics, organisés par les systèmes de protection sociale, bénéficiant largement aux personnes âgées. Il en résulte une remise en question des termes du débat sur léquité entre générations. Loin de générer une « guerre des générations », les systèmes publics de protection sociale, ont, au contraire, pour effet de stimuler les solidarités privées entre générations et de produire du lien social. |
The actuality of family solidarities,
Claudine Attias-Donfut In this article, family solidarities are analysed under the angle of intergenerationnal assistance, the vitality of which is particularly present in the domestic and economic life. A few results from a national survey based on a three generations span, concerning miscellaneous services on one hand, and financial help on the other hand, stand as evidence. This survey, was carried out with families including at least three adult generations - a representative from each generation of one family was interrogated, in order to observe the evolution of relationships between generations within multigenerationnal lineage, characteristic of kinships modern structures. It also shows the complementarity of private transfers, mostly toward the young, and public transfers, organised by the systems of social protection, largely benefiting old people. What results from it, is a questioning of the terms of the debate about equality between generations. Far from generating a « generation war », the public systems of social protection, on the contrary, stimulate private solidarities between generations and produce social links. |

Par le droit social de la famille, lÉtat tente de compenser les risques qui découlent de lapplication du droit civil. Alors que lÉtat lié aux systèmes de sécurité sociale se limitait à la définition et à linstitutionnalisation dun nombre limité de « risques sociaux », attachés aux modes de production industrielle, la logique typique de lÉtat providence moderne sen distingue par lengendrement récurrent de nouveaux risques sociaux. Létude des effets qua générés le programme « Mutter und Kind » sur les femmes qui en ont bénéficié montre que, pour éviter ces enchaînements, il conviendrait que les mesures de politiques sociales soient envisagées de manière globale et ne visent plus à pallier les difficultés momentanées que rencontrent des populations « cibles ». |
Family, Policies and social unequality,
Franz Schultheis State intervention in family affairs is double-sided : a legal protection of individual liberties, and a risk, the pauperisation of single parents. Through social family rights, the State contributes to compensate the risks attached to the enforcement of civil rights. Whereas the State, tied to social security systems, only used to define and institutionalise a limited number of « social risks » linked to the modes of industrial production, the typical logic of the modern Welfare State differs by recurrently generating new social risks. The studying of the effects generated by the program « Mutter und Kind », with regard to the women who benefited from it, shows that in order to avoid this train of consequences, social policies should consider a more global approach rather than trying to palliate the temporary difficulties met by « target » populations. |

pas, Sandrine Garcia Le projet de loi sur la cohésion sociale, dont le cheminement a été interrompu par les élections législatives anticipées, était révélateur dune prétention politique à générer du lien social, indépendamment des logiques qui président à lexclusion. Censée exprimée une prise en considération politique de la multiplication des inégalités. Cette loi témoigne tout aussi bien du renoncement de lÉtat à assumer un rôle politique, celui de régulateur des rapports de force entre les groupes sociaux, pour ne remplir quune mission de charité publique. Car les aspects centraux de la loi concernent tous des « missions » qui relèvent déjà du rôle de lÉtat : droit au logement, à léducation, à la santé, etc. Quils relèvent dune loi particulière révèle les effets de la coupure entre « la main droite » et la « main gauche » de lÉtat. Celui-ci nhésite dailleurs pas à réprimer les acteurs qui tentent de prendre en charge collectivement leur destin social (DAL, « sans-papiers », etc.) |
Social link cannot be achieved by decree,
Sandrine Garcia This article aims at showing how the bill on social cohesion, proposed by the RPR (Republican Party) consistent with Jacques Chiracs campaign, actually means the disengagement of the State. As a matter of fact, all the measures presented in the bill isolate « social poverty » from its social and political conditions of production, to become the object of public charity. They concern all the rights that should be the responsibility of civil services (education, health, access to vote, etc.), in contradiction with an essentially liberal policy. To claim the making of « social cohesion » by means of a law at the very time when the representatives of the State renounce its missions, comes up to not only institutionalise a radical break between politics and economics, but also between politics and social relief, handed over to charity. |

Couturier Selon toute apparence, le contrat occupe aujourdhui une place importante dans la réflexion sur la méthodologie du travail social. Il sagit de contribuer à ce débat en présentant ici un parallèle entre le rôle du contrat en droit social et la fonction du contrat dans le travail social. En droit social comme dans la méthodologie du travail social, le contrat est dabord un modèle, une idée-force. On sefforce den analyser les composantes. Il ny a pas de contrat sans une liberté de départ, une autonomie des volontés sur laquelle les juristes ont beaucoup théorisé. Faut-il ajouter que le contrat implique aussi la négociation, donc la discussion, et lopposition dintérêts ? Il ny a pas de contrat sans des engagements pris, il faut donc une volonté de sobliger qui implique projection dans lavenir. La réflexion sur le modèle contractuel, en droit social, alimente des discussions très actuelles sur le rôle véritable du contrat dans lapproche juridique de la relation de travail, la diversité des contrats correspondant à la diversification des types demplois, le dépassement du contrat de travail traditionnel par le « contrat dactivité » préconisée par la Commission Boissonnat. Essentiellement, le contrat est aussi un instrument. Les utilisations très diverses que lon prétend en faire font surgir bien des interrogations. Il arrive même que lon ait à se demander si ce qui est présenté comme contrat a réellement cette nature. La question se pose à propos de bien des interventions des pouvoirs publics, notamment dans le domaine des emplois ; par exemple, les conventions du Fonds National de lEmploi (celles sur la base desquelles sopèrent, en particulier, les départs en pré-retraite) ont-elles réellement une nature contractuelle ? Elle se pose aussi à propos des contrats prévus au titre des dispositifs dinsertion et de réinsertion. On pense tout particulièrement au « contrat dinsertion » prévu par la législation sur le RMI : la question de savoir dans quelle mesure il sagit là dun véritable contrat est un sujet de préoccupation majeur tant pour les juristes que pour les travailleurs sociaux. |

Couturier The notion of contract seems to be taking a growing importance in the reflection field of methodology in social work today. The contribution to the debate will be a parallel between the role of the contract in social law and its function in social work. In social law as well as in the methodology of social work, the contract is primarily a model, a concept. The author attempts to analyse its components. A contract implies freedom at the start, an autonomy of wills on which legal experts have abundantly theorised. Needless to say that a contract also goes along with negotiation, therefore discussion and possible conflicting interests. A contract means commitments, that is to say a readiness to force oneself, which supposes an ability of self-projection in the future. The reflection about the model of the contract in social law feeds the current discussions about about the definite role of the contract in the legal approach of work relations, the diversity of contracts squaring with the diversity of types of employment, the replacing of the traditional contract of employment by the « contract of activity » recommended by the Boisonnat Commission. Essentially, the contract is also an instrument. The quite varied uses some people expect to do with it raise many interrogations. One even comes to wonder if what is presented as a contract is relevant to the nature of a contract at all. This question concerns many interventions of the administration, especially in the field of employment ; for example, are the agreements of the National Fund for Employment (more particularly those concerning the early-retirement leaves) really of a contractual nature ? Same thing about the contracts related to insertion and reinsertion policies. The « contract of insertion » proposed in the legislation on the RMI (Minimum Revenue for Insertion) more particularly comes to mind : the question of knowing to what extend this actually is a contract, is a major issue for jurists as well as for social workers. |

Il se heurte aussi aux ruptures événementielles que sont les conflits armés, et plus particulièrement les deux guerres mondiales. De nombreuses initiatives ont été lancées - notamment par des femmes - afin de répondre aux nouveaux besoins. Mais là où certains veulent parer à limmédiat dautres misent sur laction à long terme. Pendant lentre-deux guerres, lÉtat et ces nombreuses associations vont tenter de mettre en place un équilibre satisfaisant. Certains y trouvent leur compte dans la reconnaissance professionnelle, dautres déplorent la réduction du travail social à la simple assistance et prévention. Ce riche laboratoire que furent les années Vingt et Trente, avec ses convictions et ses déceptions a jeté les bases du travail social daujourdhui. The emergence of a profession, Évelyne
Diebolt The roots of social work are to be found in the advent of the industrial age and the emergence of the working-class. It also had to live through the breaks caused by armed conflicts, more particularly the two world wars. A number of initiatives were launched - noticeably by women - in order to meet the new needs. Some were concerned with providing immediate and urgent action, others favoured long- term policies. Between the two World Wars, the State, along with these numerous associations, attempted to find a satisfying balance. Some social workers were content with getting professional recognition, while others deplored the shrinking of social work to a role of mere assistance and prevention. The 20s and the 30s have been a rich laboratory, which - notwithstanding its certainties and disappointments- set the grounds for todays social work. Three periods are milestones in the evolution of the associative sector : - 1900 to 1920 : birth and first attempts at collaborating with the State, followed by a period of reinforcing ; - 1920 to 1939 : emergence of social work, its recognition, and growth crisis, thanks to those associations ; - between 1945 and 1965, in the aftermath of the Second World War, the dialogue gives way to institutional mistrust : the associations decide to gather into a federation to negotiate with a new organization : Social Security. |

Cette notion sest diffusée dans cet univers par la lecture directe et surtout indirecte de loeuvre de Michel Foucault, notamment de Surveiller et Punir. On ne peut comprendre les raisons de ce succès quen rappelant les propriétés sociales et familiales des travailleurs sociaux qui commencent à exercer à cette époque. |

François Aballéa Analyser limpact de la décentralisation, cest à-dire dun changement de pouvoir et de légitimité, sur le travail social est quelque chose de difficile parce que trois phénomènes de nature distincte combinent leurs effets pour produire les transformations que lon observe aujourdhui : la décentralisation proprement dite, la recomposition du champ de laction sociale sous leffet de la crise et les mutations du milieu professionnel à travers la promotion, notamment, de « lintervention sociale » (au lieu et place du travail social). Néanmoins, il paraît possible dessayer de mettre en lumière lincidence de la décentralisation en la matière. Celle-ci a exacerbé les logiques institutionnelles au sein du champ de laction sociale (au détriment des logiques professionnelles). Elle a provoqué une transformation des règles et des valeurs du champ en plaçant en position hégémonique un acteur, le Conseil général, qui y était en grande partie extérieur. Elle a affecté le processus de professionnalisation des travailleurs sociaux et leur identité, limitant leur autonomie, générant une concurrence au niveau de lexpertise, manifestant chez les décideurs une incompréhension de léthique, affectant limage du métier. Reste à savoir sil sagit là dune période transitoire liée à linexpérience du Conseil général et à sa volonté daffirmer ses prérogatives nouvelles ou dune reconception densemble de laction sociale et, sous couvert dune réorganisation du travail social, dune redéfinition de ses missions et de sa place. |
The evolution of a profession, François
Aballéa It is difficult to analyse the impact of decentralisation- that is to say the change of power and legitimacy- upon social work, because three phenomenon each of a distinct nature combine their effects and produce the changes we witness today : decentralisation itself, recomposition of the field of social action under the influence of the crisis and the changes in the professional environment through the promotion of « social intervention » in particular, (taking over social work). It seems nonetheless possible to explain the effect of decentralisation upon the matter. Decentralisation has promoted institutional logic inside the field of social action (to the prejudice of professional logic). It has transformed the rules and values of the field by putting the Regional Council - that used to be an outsider - in a situation of monopoly. It has affected the process of professionalization and identity of social workers, limiting their autonomy, generating a competition in expertise, revealing a misunderstanding of the ethics on the deciderspart affecting the image of the profession. The question is to know whether this is only a transitional period due to the lack of experience of the Regional Council and the will to assert its new prerogatives, or whether it is an altogether new conception of social action, and, under the pretext of a reorganisation of social work, a new definition of its missions and place. |

Il sagit pour eux duvrer efficacement, au travers dorganisations idoines, à la transformation des conditions sociales dexistence de leurs concitoyens et des représentations de ces conditions sociales. Cet article analyse les spécificités de ce traitement social. Il en précise dabord les frontières puis en caractérise les acteurs et les configurations pour laction. Partant de lhypothèse que « le social cest du travail », il cherche ensuite à percer la structure de ce travail du social, en distinguant notamment entre travail matériel et travail discursif, ainsi quà en comprendre les modes de fonctionnement et lhistoricité. |
The social treatment of the social issue,
Michel Chauvière For over one century, in spite of different situations, men and women have dedicated themselves with conviction and technicality, to the « social treatment of the social question » ; some of them have even made a profession of it since the beginning of the 20th century. Their purpose is to work efficiently, in the here and now, through competent organisations, at transforming the social conditions of living of their fellow citizens, and the representations of these social conditions. The contribution analyses the specificities of this social treatment. First it sets its limits, then it identifies the actors and conditions for action. Based on the assumption that « social is a lot of work », it tries to make out the structure of this social work, noticeably by making a distinction between physical work and discursive work, as well as by understanding the way of functioning and historicity. |
Sinformer, Louis Pinto Une étude quantitative auprès dabonnés dune revue consumériste a été réalisée pour savoir comment sacquiert la compétence spécifique qui permet de faire face aux aspects juridiques des « pépins » jalonnant la vie quotidienne (quatre domaines : logement, fiscalité, consommation, travail). Parmi les répondants dominent des membres de professions supérieures et moyennes dotés de certaines propriétés (âge élevé, résidence provinciale ou rurale, capital scolaire relativement faible). Leur besoin de savoir semble refléter le décalage entre le volume du patrimoine à préserver et létendue des ressources informatives permettant den assurer la jouissance sans problème. Au lieu denvisager, comme trop souvent, la question de linformation comme un problème neutre de connaissance et de communication, il conviendrait de mieux comprendre le rapport différentiel au droit, et donc, à linformation (dont la réponse au questionnaire est évidemment un bon indice) : on pourrait opposer les techniques de protection des uns aux techniques dinsensibilisation des autres. |
Getting information, Louis Pinto A quantitative survey among subscribers to a consumersmagazine was carried out in order to learn how people get the specific competence that enables them to face the legal aspects of the « troubles » of everyday life (four fields : lodging, taxes, consumption, work). Among the participants who answered the survey, members of upper and middle-class professions, endowed with certain common background (mature age, provincial or country residence, rather low scholar education) were prominent. Their need to know seems to reflect the shift between the volume of the patrimony to preserve and the extend of informative resources allowing them to enter without problems into possession of this patrimony. Instead of taking, as is too often the case, the question information as a neutral problem of knowledge and communication, it would be more relevant to get a better understanding of the differential ratio to rights, and therefore information (for which the answer to the questionnaire obviously gives a good clue) : one could oppose some peoples techniques of protection and other peoples techniques of anaesthetisation. |
